The Republic of Estonia has launched a public sealed-bid auction for the sale of its shares in AS Eesti Post, which operates under the Omniva brand, the government announced on September 4.
The auction covers 100% of the shares in Eesti Post, with an aggregate starting price of €52m (US$60.5m). The deadline for submitting bids is November 27. Auction notices, terms, participation details and FAQs are available on the websites of the Ministry of Regional Affairs and Agriculture and Omniva.
Eesti Post is currently wholly owned by the Estonian state. Omniva serves customers across all three Baltic countries and operates an international logistics network spanning more than 10 countries, generating revenue of €155m (US$180m) in 2025.
The sale follows an April 6, 2026, decision by the Estonian government approving a proposal from the Minister of Regional Affairs and Agriculture Hendrik Johannes Terras, to sell the shares via public auction.
Minister Terras said that with €155m (US$180m) in revenue, Eesti Post has developed into one of the leading logistics groups in the Baltics, supported by its international reach, modern technology and delivery network.
“Selling the state’s shareholding will reduce the state’s exposure to business and investment risks while creating better conditions for the company to attract investment, enhance service quality and strengthen its competitiveness,” Terras said.
He added that the state’s role in postal services should primarily be regulatory rather than as a company owner, noting that Eesti Post has shifted toward international logistics.
“In recent years, Eesti Post has shifted decisively from traditional postal services towards international logistics services. The universal postal service accounted for just 5% of the company’s revenue in 2025,” Terras said.
According to the ministry, universal postal service obligations – including letter delivery and home delivery of newspapers and periodicals – will continue after any change in ownership, as these are set out in Estonia’s Postal Act. Under current requirements, letters and periodicals must be delivered to homes five days a week, and at least one post office must be maintained in every county, with compliance monitored by the Estonian Competition Authority.
The auction is being conducted by Superia, Redgate Capital and Ellex Raidla Advokaadibüroo, acting as advisers to the ministry.
